TOWN OF WHEATON
MINUTES OF SEPTEMBER 8,2009
Notices were posted at the Town Hall, Fire Station, Recycling Center, Eau Claire Travel Center or September 6, 2009.
Bob Sworski called the meeting to order at 7 p.m. Present: Bob Sworski, Bud Beckwith, Al Solberg, Ken Custer, Ruth Fagerland, Mark Christenson. Absent: Paul Krumenauer. Minutes of the August meeting were accepted as read.
Treasurer’s report was approved as presented.
There was nothing new regarding the Comprehensive Plan.
Bob has an updated map for the transfer of 103rd Street right-of-way and will take it to Steve Gibbs.
Nothing new on road improvements on 46th Ave.
Bob described Chippewa County’s proposal for the curb at 50th Street and 10th Ave. Ken moved to postpone action until the Board meets with the Truax Church Council regarding the curb. Kristen Dexter was present to share her interests in the State Legislature and committee involvement. She asked town officers to work with legislators to develope effective legislation in the State. Bob requested she investigate the availability of high speed internet in rural areas. The Ordinance to create section 2-480 establishing policy for payments on accounts receivable to Chippewa County was discussed. Ken moved we contact Chippewa County to acknowledge we have received the ordinance and verify that the ordinance shall take effect January 1, 2010. Al second, motion carried.
The gravel proposal from Chippewa County was dicussed. Bud motioned to postpone action until Ken discusses the proposal further with Pat and Dave. Ken second, motion carried.
The Budget Planning meeting was set for October 21, 2009 at 7p.m.
Representatives from the Convention and Visitors Bureau were present to answer questions from the Board regarding the contract and what the Bureau does for the Town of Wheaton.
Bob duscussed future projects at the park. He will negociate with Greener Grass Systems to cut the price for the irrigation system and defer payment to a later date. The price quoted for the system was $8,863.00.
Bob and Ken discussed the proposal to connect the Town Hall to the planned natural gas line. There would be no cost to bring the line to the Hall hook up. It would cost $500.00 to convert the present furnace to natural gas. We must check whether there is a need for a backup heat source Al discussed the fire board meeting. The board has tabled the replacement of a career paramedic, paramedics are asking for more hours and time and a half for working at the Country and Rock Fests. There have been modifications made to fuel tank inspections and the Board has some cost models for transfers.
The October meeting was set for October 6, 2009 at 7 p.m. in conjunction with the Plan Commission meeting at Wheaton Town Hall.
