TOWN OF WHEATON
MINUTES OF BOARD MEETING HELD SEPTEMBER 13, 2011
Notices were posted September 9, 2011 at the Town Hall, Fire Station, Eau Claire Travel Center, Recycling Center.
Paul Krumenauer called the meeting to order at 7 p.m. Present: Paul Krumenauer, Bud Beckwith, Fred Anderson, Al Solberg, Ken Custer, Ruth Fagerland, Mark Christenson, Tom Piercy, Jim Syverson, Gerald Kragness, Ryan Brown, Dan Kippenhan, Judy Kippenhan, Nate LaBelle.
Ken motioned to approve the August minutes as submitted. Al second, motion carried.
Fred motioned to approve the treasurer's report as presented. Ken second, motion carried.
Bud read the minutes of the Plan Commission meeting held September 8, 2011. The agenda included Larry Reit of Plant Marketing, Sean Bohan of Advanced Engineering Concepts, Judy Kippenhan of Pawsome Lodge LLC, Ryan Brown, Comprehensive Plan Amendments.
Al motioned to hire Wipfli for auditor for 2010 in the amount of $6,000.00. Ken second, motion carried.
Bud motioned to approve hiring We Mow Lawn Care for mowing Town properties in 2012 in the amount of $700.00/mowing. Ken second, motion carried.
Bud reported the Plan Commission approves the C.U.P. for Judy Kippenhan to open Pawsome Lodge LLC. Al motioned to make a recommendation to Chippewa County Zoning to approve a Conditional Use Permit for Judy Kippenhan to open Pawsome Lodge LLC(Dog Grooming, Dog Daycare & Dog Sitting business). Bud second, motion carried.
Al motioned to reject the 20th Avenue Bridge Deck Replacement Bids and rebid the project. Ken second, motion carried.
Al reported the county forester said only 8 of the 19 trees on 50th Street need to come out. Trees are marked in red and will need to be cut from the top down level to the ground. Gerald Kragness will get the wood. Fred and Paul will contact someone with a boom truck to bring down the trees. Ken motioned to move forward with the 50th Street Tree Removal project. Al second, motion carried.
Ken motioned to approve hiring Monarch to pulverize and blacktop 50th Street in the amount of $5,449.55 for pulverizing and $119,361.36 for blacktopping. Al second, motion carried.
Al motioned to hire Chippewa County to shoulder 50th Street for time and material. Ken second, motion carried.
Ryan Brown will meet with the Plan Commission at the October 4, 2011 meeting to discuss the Comprehensive Plan amendments.
Al motioned to sign the Intergovernmental Agreement Addendum with the City of Eau Claire. Ken second, roll call vote was taken; Al-yes, Fred-yes, Ken-yes, Paul-yes, Bud-no, motion carried.
Decision on the proposal from American Fence for corner fence sections for the Tennis Court at the Wheaton Park was tabled.
Al motioned to renew the Contract for Service between Eau Claire Hotel Group LLC and Town of Wheaton. Fred second, motion carried.
Mower head replacement was tabled.
The Board requested Mark to investigate the amount of patronge received on propane to determine low bid and decide which bidder will get the 2011-2012 contract for propane at the Fire Station.
Salt Shed Roof Reinforcement Proposal was tabled.
Al's Fire Board report included the purchase of a new base radio for Station #1, contract with Dr. Fennel as advisor to the paramedics, next meeting will be at the Wheaton Fire Station.
Ken discussed governmental immunity of elected officials and the excel road assessment to determine proper grading of roads.
Al stated we can pay American Express for work completed on the concession stand.
Budget Planning meeting will be October 20th at 7 p.m.
Next Board meeting will be October 11, 2011 at 7 p.m.
Meeting adjourned at 10 p.m.
