November 10, 2009 Minutes of Town of Wheaton Monthly meeting
TOWN OF WHEATON
MINUTES OF NOVEMBER 10, 2009
Notices were posted at the Town Hall, Fire Station, Eau Claire Travel Center, Recycling Center on
November 8, 2009.
Paul Krumenauer called the meeting to order at 7 p.m. Present: Paul Krumenauer, Bud
Beckwith, Bob Sworski, AI Solberg, Ken Custer, Mark Christenson. Absent: Ruth Fagerland.
Minutes of the October meeting were approved as read.
Treasurer's report was accepted as presented.
AI motioned to begin the agenda with Assessor Presentations. Bud second, motion carried.
Kevin Irwin, Klevens Appraisals, AI Balsiger, Randy Prochnow, and Ron Meyer gave
presentations. After questions and discussion Bob made a motion to hire Randy Prochnow to
assess the Town of Wheaton in years 2010,2011,2012 at a cost of $19,500/year. AI second,
motion carried.
Public Comment focussed on the livestock population at D & D Hawkins Farm. Ken made a
motion to affirm that D & D Hawkins Dairy receive necessary permits to continue their farming
operation with the understanding that all regulatory bodies responsible for issuance of said
permits will maintain oversight of the Hawkins farming operation. Bud second, AI obstained,
motion carried.
Nothing was done with the transferof 103rd Street right-of-way.
Bob motioned to approve resolution of Ordinance for Public Participation Procedures for Town of
Wheaton Comprehensive Planning. AI second, motion carried.
Bob motioned to approve the second reading to adopt as Ordinance the Town of Wheaton
Comprehensive Plan. AI second, motion carried.
Bob motioned to table discussion of Chippewa County Humane Association service contract. Bud
second, motion carried.
Bob gave a presentation of his preliminary organizational chart of the Wheaton Town
Commission. Wheaton Plan Commission will begin work on the project but will need to refer to
Wisconsin State Statutes for direction.
L.P. to natural gas proposal was tabled.
The date for the Budget Hearing was set for November 30,2009 at 7 p.m. in the Wheaton Town
Hall.
Bob motioned to adopt resolution in support of efforts of the U.S. Census Bureau. Ken second,
motion carried.
AI gave the Fire Board Report. Operating procedures for fire & ambulance were discussed.
Discussion of leave time was tabled. Sale of the old ladder truck was dicussed. The next fire
board meeting will be held at Howard Town Hall on November 17, 2009 at 7 p.m.
The next Wheaton Town Board meeting was set for December 8,2009 at 7 p.m.
Meeting adjourned at 9:30 p.m.
