TOWN OF WHEATON
MINUTES OF BOARD MEETING HELD MAY 11, 2010
Notices were posted at the Town Hall, Fire Station, Eau Claire Travel Center, Recycling Center on May 8, 2010
Paul Krumenauer called the meeting to order at 7 p.m. Present: Paul Krumenauer, Bud Beckwith, Al Solberg, Ken Custer, Fred Anderson, Mark Christenson, Walt Jackson, Brian Manthey, Elmer Eckwright, Jr., Tom Piercy, Stacey Miller, John Anderson, Steve Hilger, Bob Hayden. Ruth Fagerland was absent.
Bud motioned to approve the April meeting minutes as submitted. Fred second, motion carried.
Ken motioned to approve the Treasurer's report as presented. Bud second, motion carried.
John Anderson discussed the ordinance used by towns in the Chippewa Fire District for open burning. There will need to be two readings of the ordinance prior to adoption.
Walt Jackson discussed the road baracades put up by the City of Eau Claire on 10th Ave.
Bud read minutes from the April & May Plan Commission meetings. The Tennis Court needs a new surface and a new net. Al stated we can get a net right away using the Park account fund but should get estimates for resurfacing.
Ken updated the Board on Wheaton Chamber Commission development. Ken spoke with Bruce Mlsna regarding a proposal that includes a Chamber Board having a Town Board Member, Plan Commission Member, 29 Pines Representative, and 2 or 3 Wheaton Business Owners. An exploratory meeting is needed to approve the proposal. Al motioned to continue with the exploratory meeting for the Chamber proposal. Ken second, motion carried.
Ken motioned to forward notification to approve the renewal of the conditional use permit for the Burtness Pit to the Chippewa County Zoning Office. Al second, motion carried.
Stacey Miller, of Rural Insurance, reviewed the Business Owners & Workmans Comp. policies. He discussed Blanket Coverage and Equipment Values stating we need to be covered for 80% of replacement cost at the time of loss and there is a $1,000.00 deductible per occurance. He reviewed Liability Coverages emphasizing we should always have more liability. The Town has 5 million dollars coverage per occurance. Stacey also reminded the Board they have access to a safety and loss prevention library through Rural Insurance.
Ken moved to table the Tropicana Boulevard project until Paul meets with the City of Chippewa Falls. Fred second, motion carried.
Ken motioned to approve spending up to $12,000.00 for patching town roads in 2010 according to road crew suggestion. Al second, motion carried.
Ken motioned to have the property owner at 1847 63rd Street pay for the culvert and base course or fill and the Town will install the culvert. Al second, motion carried. Paul reminded the Board that a permit needs to be issued, completed and signed by the property owner for new driveways and the property owner must also receive a copy of the Driveway Ordinance.
A copy of the permit must also be kept at the Town Shop.
Fred motioned to reappoint Elmer Eckwright, Jr. as Wheaton's representative to the Chippewa Fire Commission. Bud second, Al obstained, motion carried.
Al reported John Niehart discussed the 5 year plan for equipment replacement at the last meeting and the settlement for John Niehart will be voted on at the May 18th meeting.
Paul announced Carpentry Specialists will be cutting and cleaning drains in the dugouts at the Park and A-1 Materials is donating sand to the Park.
Board of Review will be held Tuesday, May 25, 2010 from 5 p.m. to 7 p.m. Paul, Bud, Fred, Ruth, Mark will attend. Ken and Al will attend providing they can get off work.
Next meeting was set for June 8, 2010 at 7 p.m.
