March 10, 2009 March 10, 2009 Monthly Minutes of Town Hall meeting

Notices were postted at the Town Hall, Fire Station, Recycling Center, Eau Claire Travel Center on March 8, 2009.
Krumenauer called the meeting to order at 7 p.m. Present: Paul Krumenauer, Bud Beckwith, Bob Sworski, Dale Hawkins, Al Solberg, Ruth Fagerland, Mark Christenson.
Minutes of the February meeting were read and approved.
Tresurer's Report was accepted as presented.
Paul reported everything is on schedule with the comprehensive plan.
Transfer of 103rd Street right-of-way has been put on hold until the survey has been completed.
Lee Recreation will be installing plyaground equipment at the Park on May 9th and 10th. It was suggested the old playground equipment be consigned to the Fire Auction on April 18, 2009.
Paul Krumenauer is resigning from the Plan Commission. Dale made a motion to appoint Chad Kragness to the Wheaton Plan Commission. Bud second, motion carried.
Bud motioned and Al second to approve a Conditional Use Permit for Mike Patterson to operate a taxidermy shop at 3457 37th Street. Motion carried.
Bob made a motion to approve the purchase of a shoulder disk for $3,850.00 with money from Equipment Repairs account. Al second, motion carried.
Bud made a motion to approve the 2009 Landfill Well Monitoring Contract with Ayres Associates for $3,100.00. Bob second, motion carried
The snow plowing policy for 46th Avenue was tabled.
Bob will get information regarding theft by contractor for the residents on 46th Ave.
Bob motioned and Bud second to sell the old tires from one of the town trucks to Huebsch rather than pay solid waste to take them. Motion carried.
Paul stated the Town is terminating sales of shale, millings and salt sand.
Al made a motion to donate the old playground equipment from the park to the Fire Auction. Motion died for lack of a second.
The Board reviewed the TRIP Program for 2009. Notice for bids will be published. Bids will be opened April 9, 2009 and awarded at the Board Meeting April 14, 2009.
Paul read the letter from Doug Clary regarding the Planning and Zoning Committee and Board of Adjustment. It appears the Town of Wheaton is being bypassed in the process of rezoning, conditional use permits, and variances. The Wheaton Board will draft a letter of protest and send to Doug Clary, chairman of the Planning and Zoning Committee, and County Administrator.
Al gave the Fire Board Report. The Board voted to buy Mask Testers, they are going to start paying first responders $10.00/call, purchase of lockers for personnel was tabled, and personnel matters was discussed in closed session. The next meeting of the Fire Board will be at the Howard Town Hall on March 17, 2009.
The next Wheaton Town Board meeting was set for April 14, 2009 following the annual Town meeting.
Meeting adjourned at 9:00 p.m.
The Wheaton Town Board went into closed session pursuant to 19.85(g) of the Wisconsin State Statues to discuss the lawsuit with the City of Eau Claire.
