June 8, 2010 Town of Wheaton Board Meeting Tuesday, June 8, 2010
Notices were posted at the Town Hall, Fire Station, Eau Claire Travel Center, Recycling Center on June 5, 2010.
Paul Krumenauer called the meeting to order at 7 p.m. Present: Paul Krumenauer, Bud Beckwith, Al Solberg, Ken Custer, Fred Anderson, Ruth Fagerland, Mark Christenson, Kristen Dexter, Elmer Eckwright, Jerry Vinck, Pat Blaeser, Rick Larrabee, Tim McMillian, Tom Piercy, Mark Blaskowski, Adam Blaskowski, William Kleich.
Paul asked to have the minutes ammended to read "A-1 Materials will sell sand for the park for $1.00/ton to Wheaton". Al motioned to approve the minutes as ammended. Bud second, motion carried.
Ken motioned to approve the Treasuer's report as presented. Al second, motion carried.
Elmer Eckwright reported Dan Deinger will be the interim fire chief for the Chippewa Fire District.
Mark Blaskowski disagrees with the proposed fire ordinance saying it will do no good because it cannot be enforced. Ken motioned to move item 6 on the agenda to item 1. Al second, motion carried. Ken mtioned to to adopt the proposed fire & burning ordinance. Bud second, motion carried.
Bud read the minutes from the Plan Commission meeting held June 1st.
Ken updated the Board on the Chamber Commission. Members of the Commission are Ken Custer, Bud Beckwith, Bruce Misna, William Kleich, Stacy Bunkleman, Randy Sommerfield, Al Saxe. The group is still investigating the legality of the Commission. The next meeting wil be June 14, at 3:30 p.m. at 29 Pines.
Tim McMillian discussed questions aregarding the CUP for the building of Lighthouse Baptist Church on 17th Ave. Residents on 17th Ave. are concerned about losing tax revenue and would rather have more homes built in the area. Rick Larrabee stated there are 35 families involved and they are hoping to build a 5700 sq. ft. facility with sanctuary and fellowship hall. The Highway Dept. will not allow the driveway to come out on Cty Hwy T so it will have to come out on 17th Ave. Fred motioned to approve the Conditional Use Permit for the building of Lighthouse Baptist Church on 17th Ave. Al second, Ken obstained, motion carried.
Ken motioned to approve submitting the ad for bid on the 124th Street reconstruction with each operation of the project bid individually and bids will be due by 4 p.m. June 22, 2010 when they will be opened at the Town Hall. Al second, motion carried.
Al motioned to approve the ad for bid for crack filling and chip sealing for 2010. Bud second, motion carried.
No action was taken on the letter from City of Chippewa Falls regarding joint services.
Bud motioned to approve liquor licenses for William Kleich of Loopy's, Suzanne Schroeder of River Inn Bar, Donna Sachs of River Bend Vineyard & Winery, Mary Eckwright of Wander Inn, River Country Co-op of 29 Pines & Eau Claire Travel Center, Susan VanderWegen of Low Down Saloon. Ken second, motion carried.
Fred motioned to approve the purchase of a new camera for the Town at a price not to exceed $100. Bud second, motion carried.
No action was taken on the updates from Rural Insurance Company.
Paul gave an update on the 20th Street railroad crossing and mining of materials by McCabe Construction.
The Board will review plans for the concession building at the park on June 22nd following the opening of bids and plan to secure a temporary line of credit up to $150,000.
The Fire Board tabled a decision on an ambulance chasis, retirement contracts, and discussed the letter from City of Chippewa Falls regarding joint services. John Nieharts last day as Chief is July 3, 2010.
Ken discussed having Larson-Allen assist with depreciation schedules of assets and budget projection.
Next meeting was set for July 13, 2010 at 7 p.m. Meeting adjourned at 9:20 p.m.
