TOWN OF WHEATON
MINUTES OF OCTOBER 6, 2009
Notices were posted at the Town Hall, Fire Station, Eau Claire Travel Center, Recycling Center on
October 4, 2009.
Paul Krumenauer called the meeting to order at 7:20 p.m. Present: Paul Krumenauer, Bud Beckwith, Bob Sworski, AI Solberg, Ken Custer, Ruth Fagerland, Mark Christerison.
Minutes of the September meeting were approved as read.
Treasurer's report was accepted as presented.
There was discussion about the Eau Claire lawsuit. City of Eau Claire am mended the Comprehensive Plan and the Towns have dismissed the lawsuit. The City wants the rest of the year to settle with the Towns.
Steve Gibbs will have the plan for Transfer of 103rd Street right-of-way ready by next week.
Nothing new on road upkeep and improvements on 46th Ave.
The proposal given to the Town for curb at 50th Street and 10th Avenue remains in effect but the Truax Church Council has not met with the Town yet.
Bob discussed the proposal from Hovland's to reconstruct the furnace at the Hall from L.P. to natural gas. Bob moved to accept the proposal option #2 to convert the furnace and make up air unit, demo existing Co-Ray-Vac system,and install new radiant tube heating in its place. The cost
would be $8,148.00 and money from the Fuel, Hall, and Shop accounts would pay for it. Bud second. Roll call vote was taken. Bud - yes, Bob - yes, Paul - no, Ken - obstained, AI - obstained.
Motion failed.
Paul discussed the resolution of Ordinance for Public Participation Procedures for Town of Wheaton Comprehensive Planning. Ken moved to table approval until the November meeting.
Bob second, motion carried.
Bud read the first reading to adopt as Ordinance the Town of Wheaton Comprehensive Plan.
Paul opened the one bid for assessor received from AI Balsiger. The bid was $25,000.00 for the revaluation assessment in 2010 and $18,000.00 for the assessment in 2011.
Al moved to reject the bid. Bob second, motion carried.
Al motioned to have the Clerk solicite two or three more proposals asking that the bidders appear before the Board to discuss the assessment procedures. Ken second, motion carried.
Ken motioned not to buy used bleachers for the Park. AI second, motion carried.
Ken discussed his meetings with the Chippewa Falls Chamber and Visitors Center. Ken is inerested in creating a commission that could possibly be an extension of the Plan Commission.
Members of the Plan Commission Board who were present at the meeting agreed to investigate creating the Wheaton Commission.
No decision was made regarding a new end loader.
70th Avenue road maintenance will need to be discussed with Town of Tilden to correct the state road map.
AI reported the Fire Board is continuing with cost studies for the ambulance. The Board is replacing one full time paramedic and a grant was received for updating the radios.
The next meeting was set for November 10, 2009 at 7 p.m. in Wheaton Town Hall.
The Public Hearing for the Comprehensive Plan will be November 12, 2009 at 7 p.m. in Wheaton Town Hall.
