MINUTES OF BUDGET HEARING, SPECIAL MEETING AND BOARD MEETING HELD NOVEMBER 8, 2011
Notices were posted November 4, 2011 at the Town Hall, Fire Station, Eau Claire Travel Center, Recycling Center.
Ken Custer called the Budget Hearing to order at 7 p.m. Present: Ken Custer, Bud Beckwith, Fred Anderson, Al Solberg, Ruth Fagerland, Mark Christenson, Roger Fagerland, Gary De Moe, Pat Blaeser, Tom Piercy, Ryan Brown, Adam Blaskowski, Mark Blaskowski. Paul Krumenauer was absent.
Adam Blaskowski motioned to approve the 2012 highway expenditures in the amount of $764,065. Mark Blaskowski second, motion carried.
Mark Blaskowski moved to approve the 2011 tax levy payable in 2012 in the amount of $602,161. Adam Blaskowski second, motion carried.
Al moved to approve the 2012 Budget in the amount of $1,225,033. Bud second, roll call vote was taken. Bud-yes, Ken-yes, Fred-yes, Al-yes, motion carried.
Budget Hearing and Special Meeting adjourned.
Al motioned to approve the agenda for the November 8, 2011 Board Meeting. Bud second, motion carried.
Al moved to approve the minutes of the October meeting as submitted. Fred second, motion carried.
Bud moved to approve the treasurer's report as presented. Al second, motion carried.
Roger asked the Board to consider purchasing a blade for the skidsteer for pushing snow at the recycling center. Al brought up the idea of having Pat, Dave, or Lenny plow the majority of the snow at the recycling center and use the skidsteer for clean up.
The Board asked Mark to attempt to get more bids for liability and WC insurance. Mark will discuss a bid notice with Paul.
Bud read the minutes of the Plan Commission meeting held November 1, 2011. The agenda included a presentation by Nate Holmberg and Bill Frothinger of Interstate Energy Partners regarding a proposal of a sand plant operation located next to Northern Crossarm. Tony Roder from Chippewa County Zoning was present to answer questions about the proposal.
Al moved to table decision on proposals for corner fence sections for the tennis court at the Wheaton Park. Bud second, motion carried.
Fred moved to approve purchasing the complete new 50" HD Flail cutting head for $7,800 and trade in the present head on the mower from Diamond Mowers Inc. Al second, motion carried.
Ryan Brown presented the Comprehensive Plan draft changes. Wheaton would work towards rezoning all areas within the Town currently zoned AG within residentially developed areas to their more appropriate residential zoning classification (i.e. R1, R2, or R3). The Town, in recognition of the recently signed intergovernmental agreement with the City of Eau Claire, will allow in-fill development where possible inside of the Sewer Service Area and elsewhere in residential areas within the Town utilizing higher density lots. Al moved to adopt the changes to the Comprehensive Plan. Ken second, roll call vote was taken. Bud-no, Ken-yes, Fred-yes, Al-yes, motion carried. Ryan will notice a Public Hearing to be held Tuesday, December 13, 2011 at 7 p.m. in the Wheaton Town Hall for the changes to the Comprehensive Plan.
The alarm system upgrade at the Wheaton Fire Station was tabled.
Ken moved to hire Leonard Schneider for a full time position on January 1, 2012. Bud second, motion carried.
Al moved to submit 10th Street for the TRIP Project for 2013. Fred second, motion carried.
Ken and Bud will notify Interstate Energy Partners to hold a public informational meeting at Wheaton Town Hall to present their proposal for a sand plant near Northern Crossarm before the project begins.
Al reported the Fire Board completed the budget and cost per capita stayed the same. They also signed a new tank inspection contract with the City of Eau Claire.
Next meeting was set for December 13, 2011 following the Public Hearing on the Comprehensive Plan changes.
