April 14, 2009 Town Hall Monthly Meeting for April 14, 2009

Notices were posted at the Town Hall, Fire Station, Recylcling Center, Eau Claire Travel Center on April 11, 2009.
Paul Krumenauer called the meeting to order at 8:00p.m. Present: Paul Krumenauer, Bud Beckwith, Al Solberg, Ken Custer, Ruth Fagerland, Mark Christenson.
Paul ammended the minutes of the March meeting by adding Bids for 10th Street to the ad for bids on Road Construction. Bob motioned to approve the ammended minutes. Al second, motion carried.
Al motioned to approve the Treasurer's Rport as presented. Bud second, motion carried.
Mark Blaskowski reported the Town Chairman is the Fire Warden for the Town. The Chairman may appoint someone else in the Town to be Fire Warden. The Fire Warden oversees burning permits and bans.
Bud reported the Wehaton Town Board will be meeting with Doug Clary at the next Plan Commission Meeting to discuss communication issues between Chippewa County Zoning and the Town of Wheaton.
There is still no legal description for the transfer of 103rd Street right-of-way.
Playground equipemtn has been pulled out at the park to be sold at the Fire Station Auction April 18th. Wettstein will notify the Town on the date for well drilling at the park.
Snow removal on 46th Avenue was tabled until the May Meeting.
Paul has a list of used equipment owned by the Town to be sold at the April 18th auction. Al motioned to sell the equipment at the auction. Bob second, motion carried.
Discussion on a water purifier for the hall was tabled.
Phil Haas and Larry Reit presented the request for a Conditional Use Permit to operate a non metallic at 6058 30th Avenue. Many residents were present to discuss their concern about how Chippewa County Zoning could issue a CUP prior to review by Wheaton Plan Commission and the Wheaton Town Board. The Board told Larry and Phil they must appear before the Wheaton Plan Commission on May 5, 2009 at 7 p.m. at the Wheaton Fire Station to discuss issues regarding the project. Bob made a motion to reject the Condional Use Permit for Larry Reit/Haas & Sons to operate a non metallic mine in an Agricultural District at 6058 30th Avenue. Al second, roll call was taken: Bud-yes, Bob-yes, Ken-yes,Al-yes, Paul-yes, motion carried.
Al made a motion to accept the proposal from Senn Blacktop, Inc. to pave the $83,320.00. Ken second, motion carried.
Bob made a motion to reject the bids for other paving until we know our financial situation. Al second, motion carried.
Al made a motion to accept the proposal by Chippewa County Highway Dept. to shoulder 70th Street for $2,651.82. Bob second, motion carried.
Bot motioned to apporve the resolution opposing proposed changes to Wisconsin prevailing wage law. Ken second, motion carried.
Al gave the Fire Board Report. Non resident ambulance reate was increased, the issue with lockers and lockboxes has been dropped, there will be a closed meeting on April 21, 2009 regarding personnel.
Ken Custer thanked the residents for voting him into office as supervisor for the Town of Wheaton. He asked the resdients to contact him about any concerns with the Town.
Next Board meeting was set for May 12, 2009 at 7 p.m.
